How Long Does A Social Security Disability Review Take? You filed a Social Security Disability claim; now you are just waiting on the application process; In general, the process can take up to to get a decision on your social security case. The Social Security Administration determines your eligibility for Social Security benefits by ensuring you have a qualifying disability.

How long it takes to obtain your medical records. How long it takes to get the medical evidence needed to make a decision. How long it takes for the SSA to request copies of medical evidence from hospitals, clinics, or other facilities. How long it takes for medical and vocational experts to contact your doctors.

The SSA sends your Social Security Disability application to a state agency that handles ; the state has experienced vocational and medical professionals that contact your medical providers. Medical evidence is the foundation in under both the title ll and title XVI programs.

What is the quality assurance review for disability?

Social Security and Quality Assurance Reviews One lightly discussed topic in the area of Social Security disability law is something known as Quality Assurance Reviews. When an applicant applies for Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) that claim is processed and sent to a state agency for a medical determination.

  • A person at the disability determination agency is in charge of deciding whether the applicant is disabled according to a set of standards issued by the federal government.
  • This person is not an employee of Social Security.
  • Because this person is not an employee of Social Security, periodically Social Security conducts Quality Assurance reviews of decisions made by the disability determination agency.

These Quality Assurance reviews are done to make sure the disability determination agency is making decisions consistent with federal policy and standards. This provides better assurance that Social Security applications, regardless of where the applicant lives, are evaluated with consistent standards.

All Social Security applications are not chosen for Quality Review, Social Security only looks at a random sample of all claims. The applications chosen for review include favorable decisions in which the claimant is found disabled and unfavorable decisions, where the claimant is not found to be disabled.

About one out of every 100 Social Security disability applications are chosen for Quality Review. Basically, the Quality Review is supposed to ensure the correct disability determination was made. The Disability Quality Branch has the power to overturn the disability determination agency’s decision, or it can agree with the decision, but there is no certainty what decision will be made.

What is OQR in SSA?

B. Description of quality review process – The OQR reviews sample cases to ensure the evidentiary record supports the determination and that the evidence and the determination conform to SSA operating policies and procedures (see GN 04440.007 for additional information).

  1. The cases selected are representative of the universe of cases the adjudicating components review each year.
  2. The review results are extrapolated to all cases adjudicated in each case or sample type.
  3. Federal quality reviews are virtual.
  4. Any OQR review component may review any case without regard to the adjudicating component’s location.

The OQR only reviews cases with certified electronic folders (CEF). (See GN 04440.010 for a definition of CEF.) An automated selection process selects quality review sample cases, when adjudicating components input determinations, and sends cases to review components prior to effectuation of the determinations.

  • Quality reviewers review adjudicating components’ determinations using the same policy and procedural guidelines adjudicating components use.
  • Quality reviewers follow the steps of sequential evaluation and consider all available evidence when assessing policy compliance, sufficiency of evidence, and determination accuracy.

Quality reviewers record review results, including any medical reviews, directly to the OQR’s case processing system. The case processing system transmits review data to the OQR in Central Office, where the data are stored and used to produce national reports and to provide reports to the Commissioner of the SSA, Congress, and other agency components, as requested.

If a case contains no returnable deficiency and is otherwise correct, the review component inputs the case information into the OQR case processing system and effectuates the determination. If a case is deficient, the quality reviewer makes the necessary correction(s) or returns the case to the adjudicating component for correction, based on the criteria listed below in section D.

If an adjudicating component disagrees with a deficiency return, they can submit an Informal Resolution Request (IRR) (see GN 04440.401 ) and/or file a Request for Program Consultation (RPC) (see GN 04440.405 ).

What happens after quality review?

DQB and SOAR Applications – Understanding this process is important for SOAR practitioners because a quality review will increase the processing time of an application. It can take weeks, or even months, for SSA to review each “pulled” case, depending on its complexity.

After review, cases are often sent back to the original case processor to be reviewed and adjusted based on the DQB’s comments. One of the ways examiners are evaluated is based on the number of cases that they get “returned.” If you learn that a case you are working on has been “pulled” for review, you will want to explain this in simple terms to the applicant.

It is important that applicants are aware of the status of their case at all times. Additionally, you may want to explain the situation to any other service providers who are working with the applicant as the delay may affect their access to services, especially housing.

QUALITY ASSURANCE REVIEWER – The Quality Assurance Reviewer is responsible for reviewing and analyzing client case records to determine eligibility for assistance programs and processing cases in a timely and efficient manner. This position is governed by state and federal laws and agency/institution policy.

  • Special Job Requirements: Receives, reviews, and verifies cases and case records, regarding food stamps, child care support, Medicaid, employment, welfare payment history, unemployment insurance claims, and child support enforcement.
  • Interviews clients, by telephone, mail, and in person in their homes.

Verifies eligibility and responsibility factors by noting surroundings, living arrangements, and lifestyle. Interviews family members, neighbors, and school personnel. Contacts and/or visits banking institutions, insurance companies, schools, and employers to verify available resources.

Researches court and courthouse records, including tax and real estate records, child support payments, and wills, to determine additional resources, income, and assets. Documents and reviews information collected during field investigation and ensures compliance with state and federal laws in determining client eligibility.

Prepares summary of case findings to explain reasons for changing eligibility; processes overpayments and refers suspected fraud cases; and, closes cases that are determined not eligible for a program service. Conducts provider training as required. Performs other duties as assigned.

Nowledge, Abilities, and Skills: Knowledge of training principles and practices. Knowledge of subject area being taught. Knowledge of state and federal laws and agency policies and procedures relating to eligibility for assistance programs. Knowledge of basic mathematics. Ability to interpret and apply eligibility guidelines and regulations.

Ability to interview, investigate, and document information pertinent to eligibility determinations. Ability to analyze case records to determine compliance with program specifications and recommend appropriate remedial action. Ability to prepare and present oral and written information and reports.

  1. Ability to input and retrieve data from a computer.
  2. The formal education equivalent of a bachelor’s degree in sociology, psychology, or a related field; plus one year of experience in social service related work.
  3. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.


What are the three phases of the quality review process?

The review process consists of three phases: process mapping, analysis, and redesign. – For short processes, you can execute all three phases simultaneously, but for practical reasons, that is usually impossible. Since you will have everyone together in the all-hands-on-deck session already, it makes sense to make the best use of the team’s time by integrating the initial redesign. Also, it often happens that during the analysis, the team captures and discusses ideas for process improvement.
